Independent contracts are self-employees of their own businesses. Moving them onto a company's payroll doesn't create a new US job.

Employment is different that self-employment. As a matter of national policy, it should be different as well. The employment relationship carries more than a paycheck.

How about another choice I have. I can outsource my systems analyst to a guy in Bangalore or I can hire somebody in the USA to do it. Do you think we should have a tax policy to encourage me to do so? BY the way, the rates are cheaper in Bangalore, but I can't sit down with the guy and work things out and I can't control his scheduling and priorities. I'd rather have somebody here. Should the governmetn policy help me do that, or should it incent me to move my entire DP needs to India?
