There's that niggling little 'however' you trapse in at the end with, which blows away all effective opposition to the practice of preemptive pardons... and GUARANTEES that they will continue and even multiply. As EACH and EVERY administration will continue to use them, ever and anon. Sad. (Your stated 'opposition' is reduced to just rhetoric, mere jaw-boning, but nothing in actual practice).
