I don't think that the UN gave the go ahead of invading Iraq. The UN inspector wanter more time to verify that Saddam Hussein had nuclear capability and WMD. Bush said no more time, and sent Colin Powell to give that infamous speech about trucks carrying chemical weapons etc.

The US then gathered various countries and promised them aids if they would join the US in "freeing" Iraq: the coalition of the willing. The UNO never as a body gave the go ahead to Bush.

Bush has just pardoned 14 convicted felons, but he cannot pardon himself. Lucky Cheney. B ush will pardon him, and maybe Bush will resign one week before January 20th allowing Cheney to be the President and in turn he will pardon Bush. Wow, that is some wild speculation! Nevertheless, there is nothing the country can prevent that scenario.
