I think Mr. Kugler is referring to the short position on his account. Apparently his sale can't be settled. If that's all he's talking about, that's trouble for him. I'm assuming he's spoken to someone at the DTC, which he is capable of doing, making the statement that the DTC is not processing RMIL, based solely on his account not settling would be tantamount to ...

a "chill" must be a figment of "someones" imagination! Must be "cold' way up north there, not like in the "banana belt" of Pahrump, Nevada!
