I don't think the term "occupying forces" is correct, but I won't make a big issue of it now to avoid having arguments about terms used in arguments about defining other terms...

Other than that I agree. Attacks against military forces engaged in a conflict clearly do not amount to terrorism.

Of course there is a lot of overlap between "terrorist" and "insurgent", those attacking the military or quasi military forces of a government or its foreign allies, can, and often do, engage in terrorism. Also if you look for it, you can find some legitimately gray areas in between terrorism and insurgency, guerrilla warfare, and/or revolution.

But neither the overlap nor the gray areas mean that terrorism and insurgency are the same thing.
