Gates is already totally familiar with all the logistics, and is the right man to git 'er done. Gates has obviously agreed to follow the Obama withdrawal plan. Obama isn't Bush. He knows the civilian Commander in Chief tells the MILITARY what the strategic plan is, not the other way around. By naming Gates as the guy, Gates can begin working on the withdrawal on day -60! Which must REALLY give W some heartburn..
