I'm sorry if I sound like a real "naysayer" (for lack of a better term), but even if you had perfect foresight into the future, you would never get the political support to tax anything you think is being "overconsumed."

Easy to say that we were overconsuming on oil, but what about real estate, especially when it fueled the post-9/11 economic expansion? No way you could have taxed that away without getting real heat.

It's been pointed out to you before that the economy's excesses need purging, and that a recession IS the purging. I don't know of any better way to get through this mess, or else I'd be an advocate for it. Best thing Obama can do is to batten down the hatches, give help to those who truly need it (i.e. not the middle class), and stick to the fiscal responsibilities he preached during his campaign. Anything else will more likely than not prolong the unnecessary.
