Under an obscure City Council rule, the oldest city councilor chairs the first meeting of the year because the former president’s term has expired, and councilors haven’t officially elected a new president yet. “It’s something we identified earlier this week as an issue, and I can say it’s something we expect the committee on rules to look at and take under advisement in the coming weeks,” said Justin Holmes, Feeney’s chief of staff. Turner, 68, has chaired the largely ceremonial meeting for at least the past two years, according to two city sources. Feeney stripped Turner of his chairmanship after the five-term councilor was arrested on federal bribery charges last week. Neither Turner nor his lawyer returned calls for comment. The issue comes as controversial activist and Turner supporter Sadiki Kambon accused Feeney of taking “KKK-like” action and said she was effectively lynching Turner when she took away the black councilor’s chairmanship. “We feel that this, in a sense, is a lynching,” Kambon said at a press conference yesterday. “Before consulting legal people at City Hall or there being anything in the context of indictment, she moved to strip Councilor Turner of all powers” Feeney’s chief of staff Justin Holmes said, “I can’t dignify a comment like that with a response.” Councilor John Tobin called Kambon’s statement “completely out of line.” “The rhetoric has to calm down. We just can’t tolerate this kind of stuff,” said Tobin. “I hope that (Councilor Turner) would have an opportunity to sit with these folks and ask them to dial it back. It’s not helping anyone.”Kambon sparked outrage four years ago when he and Turner held a press conference at which they unveiled graphic photos purportedly depicting U.S. soldiers raping Iraqi women.
