I don't know what's happening in the world of methadone clinics over the past many years -- but in the early days, during the late 70's - early 80's, I have encountered many individuals who were never really addicted to heroin, and yet they were on methadone. People who were only occasional social users often would be offered to join methadone clinics, and consequently became addicted to methadone.

I've talked to people who complained to me that their methadone "managers" refused to decrease their dose - and were very reluctant to allow them to get off the drug.

By establishing methadone clinics the government created an entire class of people who's livelihood depended on having a sufficient number of "customers" addicted to methadone. I want to point out again that these are observations from a long time ago, but... I suspect that the law of unintended consequences is still there.

I'm pretty sure I could defend it if I were inclined to type and type and type.

That's why I was hesitant about posting the news. I discourage the discussion of dope here, because the subject is so intractable in this country. Probably made a mistake bringing it up.
