Government's programs (normally) lead to unintended consequences, no one disputes that - but this fact never gave pause to bureaucrats. The story of methadone clinics, I suspect, in many cases lead to individual outcomes which were bordering on criminal. Last night I mentioned the book by Clarence Thomas. This man gave a great amount of thought to the way Washington's love affairs with social engineering schemes du jour can damage people's lives. But - life (in the big picture) goes on.
