You are picking nits. Gonzales was out of office when the report was commissioned by the new AG or he would have been tossed.

The new AG fully subscribed to its findings and expressed deep regret over the actions that were taken. Sampson and Goodling were senior aides who directly reported to Gonzales. Gonzales was in charge. He was responsible. Please don't fall back on the old "rouge" arguments, as Alberto never disowned anything that was done by his proxies.

Under your theory no leader would every be responsble for anything.

And the Bush administration won't do anything now. I doubt Obama will either...
