agreed skeeter. But the entire problem with CA is the voter generated proposition system which other states don't have. But that is a blessing, AND a curse. CA is moving to green energy way more quickly with that voter generated prop system as would be possible without it. Without a voter generated proposition system, lobbyists block progress. Here- they can't. The problem is voters can put something on the ballot like that 90 billion electric train that is completely unfunded.

A good compromise might be to require every proposition to include in the proposal how to pay for it. It isn't like that now. Right now, voters can just vote for something and we get a bond issue. An impossible management task for the governor.

Prison reform is one area where lobbyists have managed to block progress even some propositions like that recent drug rehab proposition- prison guard lobbies blocked it. But in most states, *every* initiative has that kind of resistance from entrenched interests. Here at least we can make some progress, on some things.
