RW, > This seems pretty straight forward to me

Specifics, John, specifics.

Who proposed the new regulations? Who was responsible for stripping them in the final draft? If none of this required congressional approval or the president's signature, then why does the AP article lead off with its usual "Blame Bush" catch phrase?

Even a Google-able name or link would suffice. The article doesn't even provide one, except when it gets to the long "coulda shoulda woulda" part.

Like I said John, this article was not written to stand up to scrutiny. Or maybe it was given its lack of specifics.
