Suffocatocracy is apposite and self-explanatory. A bit like kleptocracy is self-explanatory. Regulatocracy doesn't really convey the effect which suffocatocracy does and bureaucracy implies more a mass of paperwork and delays rather than a deadening strangulation and suffocation. There is some overlap but a suffocatocracy can involve no red tape, delays, permits, licences, approvals, or anything - just rules which prohibit everything which isn't compulsory. Mqurice
