The Hawaii birth certicate would create a rebuttable presumption in Obama's favor. That would shift the burden of proof to his challengers. Osama bin laden does not have such a birth certificate.

This is not the Napoleonic Code. Here the burden of proof falls on the plaintiff as in English law, and the accused is innocent until proven guilty
(unless, of course, there is no trial and he goes straight to jail).
