It does. And it is at the heart of Minnesota's procedures. If the chain of custody is broken, or if the seals are broken, the votes aren't valid.

Or Republicans for that matter. Which is why there are people from both parties and other observers every time a seal is broken or applied. Or the boxes moved.

Instead of just making shit up, why not look into the procedures being used?
