Many of our cities and towns have huge payroll costs for retirees. Our state has huge retiree costs as well.

Many state , county and local retirees get 90% of their salary plus healthcare and other benies when they retire...................their retirement payrolls exceed those of people that are still working.

No, I don't have any easy answers. I wrote this to energyplay, but I think it is only a partial answer:
"The problems with the state budget result from failed policies (draconian drug laws that keep prisons full of non-violent offenders) incompetence (failure to provide healthcare alternatives to the poor besides the most expensive emergency care treatment) and cronyism (pandering to state prison guards and the education-government complex)."

I asked the question because my personal belief is that illegal immigration is on overall positive thing for Californians. From a pure economic standpoint, increasing the labor pool for laborers drives down the cost of labor, which lowers cost for all things. Contrary to popular belief, most illegal immigrants do pay taxes. At the least, they pay sales tax. Also, I have a friend in the manufacturing business who employs mostly people of questionable immigration status. They all have a social security number to provide, and he witholds income tax from their paycheck, regardless of whether or not they file an income tax return and apply for a refund.

I believe with the deep recession we are about to enter we are going to see a lot less of these immigrants, due to both lack of jobs and increased enforcement. I'm not sure what happens to an economy that looses 5-10% of its working population, but I don't thinkn it can be good.
