Mq, in the US you can refinance a fixed rate mortgage into a new lower rate fixed mortgage. So everybody can take advantage of the new 4.5% mortgages -- whenever they become available.

you can refi a fixed rate mortgage if a lower rate becomes available, I've done it 3 times
