Fairfax County has about 4,500 illegal immigrants in its jail, the most of any Northern Virginia locality, according to state crime commission findings released Tuesday.

Illegal aliens account for about 16 percent of Fairfax’s inmates. The crime commission, which advises the General Assembly on legal issues, estimated 8 to 10 percent of all jail inmates statewide are illegal aliens.

I would agree that overpaying / cronyism is probably the biggest cause of the California state budget bloat.

The question was how much cost is caused by immigrants, which will include legal immigrants, Asians etc.

One factor that should be considered when comparing the number of immigrants to the number of prisoners - Very many arrested people either make bail or are released prior to trial, and will not show up in the prison statistics because they move, and may use another false id or head back to Mexico. The Boston Globe article doesn't seem to touch on this point.

The non-violent drug offenders are an issue, but their numbers are increased by plea bargain deals by people picked up for other crimes who also are holding drugs. A large slice of these prisoners are not really non-violent.

Your point about counties being hit for most medical cost is correct.
