It looks like the government will push for this change and you are correct that it will not happen overnight. After spending a lot of time over in Germany the last six years and seeing their commitment to getting off fossil fuels we are finally slowly waking up. The Germans are terrified of the fact that they are so dependent of foreign sources of energy. They "get it". The first hint of a necessity of us tackling this problem happened back in 1973. I think we are finally waking up to the magnitude of the problem.
