It's hardly ever spelled out. Many industries besides oil get similar "subsidies" such as tax breaks, monetary assistance, and public works support.

Most of these "subsidies" are actually designed to attract new sources of tax revenue. Alaska is one example. State taxes on oil production there generate lots of revenue. Yet environmentalists will still consider the oil production incentives to be "subsidies."

Basically it's all about policy.
