I sure wish CA would slap a $1/gallon tax on gasoline right now, give a $100/person rebate to every state resident and use the remainder to balance the state budget. But Republicans in the state legislature don't want to raise a single tax to fix the deficit.

What is generally killing states and municipalities across the country are pension costs for state employees. The tough budgeary situation presents an opportunity to correct this. If you give state extra revenue, this decision is put off for another year, or a decade, while things were allowed to get much worse.

Other than that, I don't think I would object to a gas tax. Higher gas costs did wonders in modifying people's behaviour, which is predictable to anyone who believes that most consumers will make rational decisions voluntarily, without the government making choices for them.

I think it will be a great idea to put this type of gas tax in place a year or so from now, when cars like Chevy Volt go on sale. This article mentions $7,500 tax credit buyers will qualify for. The money raised on the gas tax could finance the tax credit, or even increase it initially, to get the ball rolling.
