The seven or eight hundred billion was in the last 5 years, but we don't spend it every 5 years, while we do import oil in every 5 year period. The war isn't a permanent cost, and can't reasonable be treated as if it is. because you don't like to believe our government is manipulated by the rich and powerful to enrich themselves further. I don't like the fact, but I certainly recognize it as true. That includes almost every area government gets involved in to a greater or lesser extent. It includes alternative energy.
