Yep. The ideological rigidity of too many people keeps us mired in these boom-debt-bust-debt cycles. They think that the world should work as their ideology says it should but the world doesn't work that way. Cutting payrolls taxes is the fastest, easiest way to get a stimulus going since most people still work for someone else. We don't have to wait for tax returns and rebate checks sometime in the future when we are further down this economic spiral.
