Have you ever negotiated a contract? Probably not......I suspect you're not long on negotiations and compromise. In any case, eliminating the job banks is the first step in renegotiating the union contract. There will be other union concessions as well as mgmt concessions.

Have I negotiated a union contract? No. I've certainly negotiated many "contracts" and many more agreements and settlements of one kind or another.

Yes, there are going to be UAW concessions. Lots of them, before this is over. Eventually, the UAW's membership is going to recognize that it is their own UNION that is mucking up the works and that's going to be the end of the UAW. That may be years away, but I suspect it is closer than anyone thinks.

The UAW has killed the American auto industry. If Detroit workers want to be working, they're going to have to come to understand this fact.

Suspending the job's bank isn't eliminating it.

Also since its a voluntary unilateral concession that isn't part of a new contract they could "unsuspend" it later.
