Actually, American high schools HAD much the same idea. I don't know if they still do. Academic track students might take a science or math class where non-academic track students might take wood shop or auto shop.

Most European countries are too busy keeping a "center" profile, which by US measures is quite a lot to the left.
Thus such systems, with classes for 'the gifted' as you have it in the US, never would have a chance.
