For an American born citizen this would apply----

"Previously issued, undamaged U.S. Passport
Certified birth certificate issued by the city, county or state"

These three would apply to those not American born

"Consular Report of Birth Abroad or Certification of Birth
Naturalization Certificate
Certificate of Citizenship"

Is that interpretation correct?

Consular Report of Birth Abroad or Certification of Birth
