I do not think self employed people are included. For example the guy who operates a hot dog stand, or a news stand, or a shoe shine stand. The deli owner, the auto repair shop owner, etc.

I believe they also exclude those individuals who have fallen off unemployment eligibility by expending their benefits. They use some kind of 'cute' term to explain it but essentially it means that while they still don't have a job we won't count them because obviously it means they aren't looking very hard. Very sad indeed that our government lies to us like that in official statistics.
