Brumar, I don't think they had to seal the "whole" border.

The CIA guys were asking for troops on the ground and I don't think they would have done so if they didn't think that the top Taliban and Al Qeada guys could have been captured or at least kept in their Tora Bora enclaves.

I don't think the Afghanistan war planning was done very well, just as the Iraq war planning wasn't done well.

In both cases they were so intent on the "military" victory that they didn't give sufficient thought to the Big Picture.
