Incorrect.

The debate and review over what constitutes "torture" was called for in light of the unique circumstances which presetned themselves after 9/11....that Bush adopted a position during that debate which may not have ultimately prevailed is not indicative of either poor judgment or any sort of malevolence as many of the ABB Bush crowd have suggested. It made sense to test and recalibrate the limits of the techniques which can be used to keep us all safe....precisely so that those efforts can ulitmately be successful. In fact, some of those efforts (such as waterboarding) proved effective and yielded important results without ever causing any physical harm to anyone.....
