No, the author is doing what all political hacks do when they don't like the message, attack the messenger. (But at least he acknowledges reality, "The National Bureau of Economic Research, the official caller of recessions..." JLA can't even get that one right).

Patrick Fitzgerald says Valerie Plame was covert, you hacks swing into action and attack Fitzgerald, call him a liar.

The NBER dates two recession during Bush's presidency, and once again the hacks swing into action, they shoot the messenger, attack the NBER...

It's a typical hack tactic...
