People who are heading for or in poverty are not going to be worried about a theoretical maybe 30cm sea level rise towards the end of the century or a half degree rise in temperature if it stops getting colder. Yes, people in dire straights are generally incapable of dealing with bigger, worse problems of the future, than their current ones. Of course, this does not make the bigger, worse problems of the future go away. In fact this is largely why Al Gore goes around fear mongering. He is trying to get people preoccupied with the present to think about the future, due to the large inertias involved. Fairly simple concepts.
