Something along the lines of "Everyone knows Republicans are faithful and honest Americans. So I am pardoning all of them because they were obviously railroaded for purely partisan reasons...". Besides, its the end days. Speaking of which, now that he's leaving office, do you know the sucker say he doesn't take the bible literally. And it also turns out he hasn't been going to church at all in the last couple of years. Those evangelicals really got duped. ;-)

Seems to me the people who really need pardons these days are pretty much Democrats. Has a Republican ever attempted to sell a Senate seat? Has a Republican HW&M Chairman ever been guilty of income tax evasion? Has a Republican ever been caught with thousands of dollars wrapped in tinfoil in his freezer? This kind of corruption will have the Dems out on their ears very quickly if they don't get it under control.
