Tradition? I don't know... same with Louisiana, it's just sort of expected. In Chicago, so many people were on the take in the old days, in one way or another, that they almost made up the majority.

If you get a chance read the Mike Royko book Boss. Entertaining and a great lesson in machine politics. I think I remember Z said he read it.

It is exclusively controlled by the democrat party. Perhaps that is the first clue.
