What kind of business can't handle a $20K fine? LOL!

The truth comes out in the next sentence, though. His business is not threatened by the fines, it is threatened by the departure of his cheap illegal labor force as a direct consequence of law enforcement.

Will people ever learn? With this administration it is all about appearances and not results. Why does this simple concept elude so many?
