Where is this rule about not allowing contingent orders?

You're not supposed to try to use the trading rules to "cheat", or to benefit from the rules - we don't count dividends, so you shouldn't short MSFT the day before it paid a $3 dividend. That would take advantage of our rules, but have little to do with investment ability. It's like cheating.

In the TELOZ case, I'd like to short it, but it's only a few pennies above $5, and for some reason we have a $5 limit on short sales (don't ask me why, ask Taro), and I'm going to bed! So there's no way I'm going to know where TELOZ is at end of day, that's about 4am my time. The trade I put in doesn't give me any unfair advantage over the other players. The contingent trade even goes long UIS so you should be laughing at me!
