Is it his direct responsibility? No. However, the huge department that you mention has a tendency to put in place rules and procedures that look good on the surface, but don't really address the problem. Which is why FEMA was gaming a terrorist attack with nuclear weapons during a hurricane instead of what to do if a major hurricane hits New Orleans, the year before Katrina. Per usual, they focus on flash instead of what can actually happen.

How is this is related to a contractor hiring illegal aliens?
