Is it his direct responsibility? No. However, the huge department that you mention has a tendency to put in place rules and procedures that look good on the surface, but don't really address the problem. Which is why FEMA was gaming a terrorist attack with nuclear weapons during a hurricane instead of what to do if a major hurricane hits New Orleans, the year before Katrina. Per usual, they focus on flash instead of what can actually happen.

How is this is related to a contractor hiring illegal aliens?

He can't have asked that question??? Is he that out of it? Amazing. No wonder its so easy to trip up these people. And he claims to be an attorney. I pity his clients.
