Congress already knows why the banks won't do it, as do most people here. The banks are sitting on massive losses and need to maintain their capital ratios. The banks can't do any big loans to anyone right now. In fact they are pulling credit lines right and left from companies in a desperate, futile attempt to stay alive.

Banks have a funny habit of expecting to get their money back after the lend it out. At least they used to, before the "miracle" of securitization and structured finance!<NFG>

But eff them, they danced with the devil, now they gotta attend the Black Mass!
