Conceptually, restoring equilibrium should be easy for China: restore free education and medical care.

China used to provide education and health care free of charge not too long ago. The services were primitive, but universal. The push to capitalism privatized these services and now people have to pay for them out of their own pocket. This creates a huge need for savings, to pay for school and medical care.

The latest trade numbers out of China are very discouraging. Although exports dropped, imports dropped even more, so the trade surplus hit another record. If this continues, it will collapse trade in the not too distant future.
