Conundrum--the oil producing states 'need' higher oil to satisfy their domestic spending needs, yet are unwilling to cut back current production due to loss of revenue. You hope all the other oil producers cut back and save you.
None of them, with the possible exception of Saudi Arabia, which remains debatable, can sacrifice sufficient short term cash flow
to make any significant difference.
If you were a cartel, with a history of members cheating on quotas, how would you solve this?
They have no control over demand, only supply and geo-political action, and Mauldin's article rules out supply.

So which country steps up and creates the problem? Do they draw straws?
