The state's image took a hit despite its long history of producing famously principled political figures, from the bowtied Senator Paul Simon to the great man on the penny. Neither of those fine gentlemen came from the septic confines of Chicago.....Smells a lot better downstate. A lot of the local hispanics travel through two states, 400+ miles, to participate in cock fights. The payoffs, if you get on a winning streak, can be $50,000. The stats you posted reminds me of that situation, do you suppose just because they don't prosecute that particular crime there that the situation doesn't exist? Willingness to prosecute is always a factor....Chicago is a political shithole, stats or no stats.
