After the signing of the International Agreement on Polar Bears in the 1970s, harvests were controlled and the numbers increased. There is no argument from anyone on this point..

Works in Africa where Elephant hunts are controlled (of course not all countries control the hunts, they can't even control themselves) - good control requires knowing the number of animals.

Naturally - but the article completely skips the evidence that declines are due to global warming.
