The auto companies can't import any of the popular cars they make and sell in Europe because the union contract won't let them count against their CAFE quota here.

I say you need to do with cars what we have done with cigarettes. If Americans want a gas guzzling SUV, then put a heavy tax on those cars......and use that tax money to promote green technology or develop more mass tranist. Make them pay for their extravagance......just as people pay for the privilege of smoking. Agree 100%. Except the cost to our society of gas guzzlers is far higher than a person smoking. Politically and economically Very true. That's why I think the tax penalty should considerably higher.
