It is Law abiding people. It is not the rule of the law. Laws we have everywhere with courts, judges, jails... The whole paraphernalia called legal framework.

The countries that win are the ones where the people are honest and abide to the laws. The country that are losers are the ones, which, although with legal frameworks, its people do not abide to the law. It is a cultural thing. They just are not comfortable with laws and rules.

I have been working in the most corrupt countries in the planet -barred Bangladesh- and discovered this:
The poorer the country, the lower the respect for rules and laws. Then you go up a scale, the more the country respect rules the better off they are.

The fact that we see those scandals in finance, it is a sign of the deterioration of the population. There are more people willing to break the laws and make money.
