I'm disappointed that no part of the tax plan you linked to has anything to do with Prop 13. Did you mean to link another article?

California is facing the same problem that the City of Malibu did a number of years ago. They preferred not to tax themselves as much as they liked spending.

The citizens of Malibu ultimately decided they liked functional roads more than they disliked taxes.
