There is a fair amount of burrecrat-speak here, but her view that there is a need for a clearing house, higher capital requirements, etc. is very clear.

Everyone at the time wanted to play ball with Phil Gramm who was the key to Republican support on other issues, so Gramm's deregulation of CDOs sailed through.
