It depends. If Windows is seen as essential, then Atom has the market. Otherwise, it isn't nearly so certain. ARM processors are hard to beat with respect to power consumption, and the latest Cortex processors pack a lot of punch. Something like the latest TI OMAP processors will wipe the floor with an Atom. And use less power, to boot.
