I see a lot of comparisons that look at CPU utilization for video decode, which is merely a fixed function block within the ARM chip, rather than the ARM architecture running instructions. ARM will look better under these comparisons, but if you run general purpose code, Atom should wipe the floor with Cortex - at least the existing in-order A8 design, which has only just recently begun showing up in actual designs. Even if you are extremely generous to ARM and expect similar IPC to Atom, you'll still have Atom leading in core frequency by a sizable amount.

The OOOE A9 core isn't expected until late next year or 2010 in actual devices, but it should come with much greater performance at the same clock..
