I don't doubt that waterboarding could be done in a way that is tantamount to torture. But I've seen no evidence that has been done in the recent past. As we know, it was used three times on "high value" detainees, and it yielded results that saved lives, and the longest incident involved 3.5 minutes before ksm broke. That doesn't sound like torture to me.

I understand that waterboarding is effective in getting info because it re creates the feeling of drowning/dying. Why is that not torture?
