I didn't follow the story all that closely, but - Did Blago actually commit any crimes?

It's illegal to solicit a bribe. It's illegal to conspire to solicit a bribe if a substantial step is taken in furtherance of the conspiracy.

As someone (I forget who) said on Fox News last night, if you see a guy headed into a bank with a gun to rob it, you don't sit back and wait until he carries out the act just because it makes for a better legal case.

What has me puzzled is how the Illinois legislature can proceed with impeachment. What we have is press leaks from Fitzgerald's office about what was heard in the wiretaps. You can bet the farm that Fitzgerald is not going to compromise his case by releasing the wiretap transcripts to the legislature so they can make their case for impeachment. Without the wiretaps, what does the legislature have to make a case for impeachment?
